Go for a brown colour eyeshadow, this colour will make ur blue eyes pop. use a brown eyeliner, but dont go too brown- so go for a black mascara. only do eyeliner under the lashes or in inner bit half way so ur eyes dont look too small. use a natural looking pink for blush %26amp; keep the lips neutral or light pinkIn need of makeup tips for blue eyes %26amp; blue dress?
hey there! i also have pale skin and blue eyes. i used to wear a lot of blue gowns for pageants, and i would always go with a smokey eye. remember to keep a glossy nude lip...
here is my smokey eye...step by step and simple as can be...
start with a thin layer of shadow base or eye primer
black or dark grey shadow in the shape of a sideways V on the corner of the eye, working into the crease with a flat shadow brush (i use merle norman shadow in ebony and palladio flat shadow brush)
lighter grey shimmer shadow over the lid with a contour shadow brush, blending into the first darker shade (mac idol eyes is my favorite for this step, with a mark contour brush)
silvery/champagne shimmer shadow under the brow bone and dotted on inner corners of eyes with full shadow brush (merle norman shadow in sun beam with avon shader brush)
black liner all the way across top lid, slightly thicker on outer edges, and 3/4 way across bottom (avon glimmersticks liner in blackest black)
sweep thin line of medium shimmer grey under lower lash line, below and slightly over black liner
curl lashes and add 2 coats of volumizing black mascara (maybelline volum' express turbo boost 7Xs mascara in black)
-you can also do a smokey eye with shades of brown, purple, green... any color. but greys will go best with what you are wearing.
stila (at sephora) has a smokey eye kit that has 4 shadows in a palette...push a tiny button and a voice speaks instructions to you. there is also a holographic image of an eye that shows where the different shades go when you turn it. 30-something $$$
for drugstore palettes, try revlon, loreal, covergirl and maybelline. i know all of those lines carry them, but not sure of the names. avon also has a shadow quads. ';sueded nudes'; is a good one for browns, and ';smokey eyes'; is good for greys, although the greys are on the lighter side. you could also try ';fresh cut greens'; and ';vintage violets';.

For black, smoky eyes that POP:
1. Apply black eyeliner around whole eye (on the inside edge).
2. Then apply black eyeshadow on lids.
3. Also apply light highlighter to upper eye (under eyebrows) to make that POP.
4) Add mascara. (2 coats)
5) Put on other make up. (NATURAL lips and cheeks)
I think that this will look super cute.

mascara, maybe a dark blue eyeshadow- like navy- and some eyeliner applied to the outer bottom edge of your eye and on your tope rim to about 2/3 along. Black eyeliner would probably be best unless you can find a dark blue one?
