Start with your basic color, which is usually a medium brown, to a black depends on your skintone, or preferred shade, and apply it to the very lid of your eyes. Make sure you get it slightly winging outward in the far corners of your eyes. Pick a shade lighter for the next part, like, if you used black, gray or silver would be next. Apply it above the dark make up on your lid, and above the dark makeup in the far corners of your eyes. For most OTHER make up style, you'd start with the light, and apply darker and you go upward, but for this look, you usually do not. For the last part, you could pick either a bright color, like purple or aquamarine IF you prefer that sort of mysterious look, and apply it just under your eyebrow, but this is optional. For eyeliner, a dark brown or a black just on the top lid of your eyes, and the very rim of your bottom eye.. and even more optionally, winging out the liner to meet the eyeshadow in the corners. Using mascara is also key, if your eyelashes are fuller, it adds to the look. =]]]

Sephora has these eyeshadow transfers called eye envy. Or go to any department store make up counter and get one of the make up artisits to do it, and they will explain how as they work.
rimmel london has really good smokey makeup ,that comes in 4 different shades in the same package for about $6, it really helps create the affect.
Search on YouTube. They have tons of great tutorials on how to do that. Try watching Sarah Victor's vidoes--she has lots of different make-up tutorials.
